May 8, 2009, Lincoln— The Appropriations Committee’s budget briefing was held in the morning on May 5, and debate on the budget bills began in the afternoon. During the briefing and again on the floor, Committee Chairman Lavon Heidemann emphasized that crafting the proposed budget for 2009-10 and 2010-11 hinged on two key factors: the ability to draw funds from a healthy cash reserve and the arrival of the federal economic stimulus funds.
The economic stimulus funds result from the passage by Congress earlier this year of the American Recovery and Reinvestment Act (ARRA). ARRA is designed to lessen the effects of the recession on state and local governments. It contains funding of more than $785 billion, of which more than $300 billion is earmarked for states and their programs. Although the final amount that Nebraska will receive is not yet known, it may eventually total more than $1 billion. The total distribution will be made over two or more years, but Congress expected some of the funds to be spent quickly to maximize their ability to stimulate the economy. That is exactly what the state of Nebraska is doing.
The Legislature is authorized to appropriate the ARRA funds, but the distribution guidelines for the funds are governed by state and federal laws that relate to the use of enhanced funding for existing programs. Therefore, the Legislature’s ability to make decisions about how to use the funds is somewhat limited.
In accordance with federal guidelines, the Appropriations Committee made extensive use of ARRA funds to balance the new state budget. The funds were directed to four specific areas: state support for education and general purpose use; enhanced federal match for Medicaid, and certain foster care and adoption programs; additional federal assistance for unemployment payments; and additional child care funds. The ARRA funds replaced the traditional use of state General Funds support for these budget categories and allowed the Appropriations Committee to divert some state General Funds to other programs. The use of ARRA funds allowed the Committee to avoid substantial budget cuts to programs like Medicaid and propose increases in state aid to schools and child care provider rates, which would simply not have been possible without the receipt of these federal funds.
The Legislature’s Appropriations Committee built the proposed state budget for the next two years based on the most accurate fiscal projections that were available. When the projections were adjusted in February and April, the Committee made corresponding changes to the budget. The Committee’s work product was presented to the Legislature this week, and the first and second rounds of debate to approve the budget have been taken. Just one day after the second vote was recorded, the Department of Revenue reported that state tax receipts for April were even lower than was forecast last month. At this point it is unclear whether or not we will have enough state revenue to fund the new biennial budget as it is currently written. The state’s General Fund status has already benefited from the availability of more than $520 million from ARRA funds. It seems clear that our state’s fiscal health may depend, in part, on the anticipated receipt of additional ARRA funds over the next year or two.

Free State Park Entry & Fishing Day

After a successful inaugural year in 2008, the Great Park Pursuit will return with more sites and outdoor adventures from May 1 to September 8, 2009. The Nebraska Recreation and Park Association along with the Nebraska Game and Parks Commission partnered to develop the program with the goal of encouraging a healthier lifestyle for participants while increasing awareness of Nebraska’s nature rich outdoor recreation opportunities. This year’s program will be sponsored by the Department of Health and Human Services.
The program, adopted from a
similar outdoor initiative started by the Connecticut Department of
Environmental Protection, revolves around a challenge to visit park
sites throughout Nebraska. Participants follow clues to collect nature
based impressions from posts hidden in each of the selected parks. Prizes
and entry into drawings are based on the number of tracings collected.
While participants become registered for a free two-night cabin stay
at a Nebraska State Park of their choice with just one visit, the more
sites participants visit the more opportunities they have to win.
In 2008 the Tesarek family of Plattsmouth was one of thirty-four teams to visit all ten selected parks. Participation in the Great Park Pursuit was a highlight of the family’s vacation. Karen Tesarek explained, “When we got back to the van, our 13-year-old, Andrea, said ‘Finding the places was the most fun part of the whole vacation.’ I thought that was really something because, in addition to doing the Great Park Pursuit, we had also taken them to the Black Hills, Wind Cave and Mount Rushmore, but she liked the Pursuit the best.”
Engaging youth in the natural
world outside their door is an important component of the program. Of
the 1854 participants from last summer, 900 were children with an average
age of 8. Since today’s recreation time is too often spent in front
of a screen, the Great Park Pursuit provides an opportunity which allows
participants to feel comfortable in natural environments.
To build on the success of
the 464 teams registered last year, which represented 122 Nebraska communities
and 8 states, the 2009 Great Park Pursuit will offer more opportunities
to participate. National trends show people are recreating closer to
home. Expanding to fifteen park sites across Nebraska for this year’s
program provides more close to home opportunities. In addition, this
year’s sites include a mix of local, state and federal parkland. The
variety of sites selected highlights the great natural resources of
Nebraska while raising awareness of locations that offer educational,
historical and entertainment opportunities. The Great Park Pursuit 2009
sites include Pioneers Park in Lincoln, Indian Cave State Park, Platte
River State Park, Walnut Creek Lake and Recreation Area in Papillion,
Lewis and Clark National Historic Trail – National Park Service, Garden
Area in Omaha, Scenic Park in South Sioux City, Cowboy Trail near Norfolk,
Calamus State Recreation Area, Bessey Ranger District of the Nebraska
National Forest near Halsey, Fort Robinson State Park, Central Park
in Alliance, Ash Hollow State Historic Park, Kelley Park in McCook,
Stolley Park in Grand Island, and Pawnee Park in Columbus.

Monumental Fiddling Championship
The 11th Annual Monumental Fiddling
Championship and Acoustic Band Contest will take place at Homestead
National Monument of America`s Education Center on Saturday, May 23,
2009.
There is a total of $1,000 in prize money thanks to the Leigh F. Coffin, Jane M. Coffin, and Leigh M. Coffin Foundation. There is no registration fee or admission fee for the Monumental Fiddling Championship and Acoustic Band Contest.
The day will start with a free workshop for fiddlers at 10:00 a.m given
by championship fiddler and author, Deborah Greenblatt. Registration
for the competition begins at 10:00 a.m. also. Competition begins at
2:00 p.m. Participants will be divided into Junior (less than five
years experience) and Senior Divisions. Participants will be asked to
play a hoedown, waltz and tune of choice. All music should be from the
homesteading era of 1862 to when Homestead National Monument of America
was created in 1936. At 7:00 p.m. there will be an evening concert of
winners with the top three in each division receiving cash prizes and
trophies. There will also be a raffle for a free fiddle, made and
donated by Nancy Rohn, which will be won by one of the fiddling
contestants.
The Nebraska Chapter of American String Teachers Association will again
be conducting a fiddle tune writing contest. The winning tune will be
announced at the competition. For more information on next year's

Potato Project
Six Cass County Churches got together at Marvin and Ramona Ohlerking's farm to cut and plant 1/2 mile of potatoes to give to those in need in the Fall.
Clergy and congregation members from the Elmwood Christian Disciples of Christ and United Methodist churches, The Weeping Water Christian Church Disciples of Christ as well ans the United Methodist and Christian Disciples of Christ churches in Louisville took part in the planting project
As clergy, we are hoping this idea catches on and more churches and their congregations will becme involved . We are prayerful and hopeful that next year we will be able to add at least one more item to the crop.
In the Fall, we will give bags of potatoes along with simple recipes to those in need during these hard economic times.
